Neil Ridenour says
No, this fix does NOT work for my Office 2019 Publisher software using Windows 10. The colors of text created inside Publisher do NOT translate to proper color (color goes from blue or red to gray or black). And, I checked my publisher software and I am using the latest updates to Office 2019–there are no further updates available. This is highly disappointing in that I cannot send a pub file to people as most cannot work with it but need it in PDF.
